Your team

You will be part of Infrastructure & Operations Services (IOS) Division in the Directorate General Information Systems (DG-IS). Our Directorate General has around 250 staff providing IT services to our users in the ECB, European banking supervision, the European System of Central Banks and beyond. 

In your role as Head of Division, you will be leading a team of 70 members of staff responsible for managing and operating the ECB’s IT infrastructure on premises and in the cloud together with our external partners. Besides providing the technical infrastructure underlying all ECB and European System of Central Banks IT services, the Division also provides essential communication and collaboration tools such as email, Microsoft 365 including Microsoft Teams, Cisco Webex and mobile devices. In addition, it offers a service desk and a hardware office to ensure our users have the support as well as the hardware and software needed to perform their jobs effectively.

Your role

As Head of the Infrastructure and Operations Services Division, you will:
  • ensure the smooth, efficient and secure delivery of the IT operational services, both on premises and in the cloud, underpinning all other IT services and business applications;
  • manage the divisional and services budget in line with the Directorate General’s strategy;
  • foster cost consciousness within the Division and reduce overall operational expenditure for IT infrastructure services by decommissioning obsolete services and related components;
  • lead the Division through operational, procedural and technological changes including the transformation towards the cloud and DevOps working practices, with platform teams assuming end-to-end responsibility for IT services while at the same time maintaining a constant focus on customers both inside and outside the Directorate General;
  • drive innovation, as well as the design and implementation of agile solutions, by fostering a culture of embracing the need for change, agility and a modernised IT production process;
  • promote proactive and efficient collaboration across the Directorate General as one team to overcome the traditional split between IT operations and IT development;
  • enhance training and development opportunities for staff, particularly with regard to the cloud and DevOps transformation; 
  • represent the Directorate General and the ECB by participating in and/or chairing internal and external meetings and maintaining excellent relations with the members of the Eurosystem and participants in the Single Supervisory Mechanism as well as international and European organisations.

The position offers you excellent opportunities to drive the transformation of the Directorate General, with a particular focus on how we design, run and operate our core IT infrastructure for the benefit of our customers inside and outside the Directorate General. This also includes fostering automation, restructuring and improving our IT production process, driving forward our transition to the cloud and acting as an ambassador for agile ways of working and DevOps practices in the ECB and beyond. Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in computer science, physics, mathematics, business or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of ten years’ professional work experience in the field of IT with a primary focus on IT operations and IT project delivery; 
  • a minimum of three years’ experience of leading and managing a large team of IT professionals and externals;
  • proven experience in the delivery of large-scale transformation and IT change projects (e.g. for cloud migration and the implementation of DevOps and the digital workplace);
  • sound understanding of modern technologies and related working methods including cloud, DevOps, continuous integration/continuous delivery (CI/CD), automation, infrastructure as code (IaaC), IT security and digital workplaces (e.g. Microsoft 365);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired: 
  • experience in the oversight, management and improvement of complex IT landscapes, both on premises and in the cloud (e.g. AWS, Azure);
  • experience of working in large international or global organisations with 24/7 IT operations;
  • experience in the design, implementation and rollout of new technologies including the required processes, governance, training and skills to ensure user support and maintenance;
  • strong interpersonal, communication and people management skills;
  • professional working experience in agile methods such as Scrum or Kanban.

Working modalities

To enable the Directorate General to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.
